God would raise up a prophet like Moses from among the Israelites.

The LORD your God will raise up for you a prophet like me from among you, from your fellow Israelites. You must listen to him... I will put my words in his mouth, and he will tell them everything I command him.

Ancient Jewish Interpretation
4QTestimonia groups this with Numbers 24:17 as foundational messianic texts. The Samaritan tradition identified this as the promise of the Taheb (Restorer).
The Fulfillment
Acts 3:22-23; John 6:14
"After the people saw the sign Jesus performed, they began to say, 'Surely this is the Prophet who is to come into the world.'" (John 6:14)
Narrative Context
The crowds recognized Jesus as "the Prophet" based on this Mosaic promise. Peter's sermon in Acts explicitly identifies Jesus as this prophet.
The Evidence
The inclusion of Deuteronomy 18:15 in the Qumran messianic testimony collection (4QTestimonia) proves this was considered a messianic prophecy by pre-Christian Jews. The Samaritan expectation of the Taheb, based on this same passage, provides an independent witness to its messianic interpretation.
